Step 1: Grouping Digits — Categorize digits 0–9 into Group A (0, 1, 2, 3, 4 $\rightarrow$ round down to 0) and Group B (5, 6, 7, 8, 9 $\rightarrow$ round up to 1)

Step 2: Assign Place Values — Identify the target place value (e.g., nearest thousand, nearest tenth, or hundredth)
